It is very important to make a point of placing the Tefillin in their case or receptacle in such a way that theTefillin shel Yad can be taken out first, since it will always be put on before the Tefillin shel Rosh. There is a Halachic rule that one does not pass over a Mitzvah. This means to say that if there is an opportunity to perform a Mitzvah, we perform it immediately without delay. Since we put on the Tefillin shel Yad first, if we were to take out the Tefillin shel Rosh first, we would have to put it aside until after the Tefillin shel Yad were put on. This would be an infringement on the prohibition of passing over a Mitzvah.
